Surveillance stops disease from spreading
In solvency adds that this info makes the distribution of scare resources more effective. That would empower African countries to act on their own health problems by giving direction.
Disease K applies to claiming that this disease results in political instability or that disease fighting improves our military.
Make 1AC more like we are failing at disease detection now, by misdiagnosing, mistreating, and falsely quarantining people. We make that surveillance better and more effective. When we have more data, we can see who is a 'threat.' Add a card to the 1AC that says "diseases don't come from securitization - the are a natural phenomenon. The spread of disease occurs because we have poor info." This means that alternative has to do something to stop disease.
If the bird flu IS a myth, only the Aff can find that out. If these diseases come, we'll all die because we don't know how to treat them.
If they kill millions, we want to stop that. If they don't, we want to stop the overreaction.
These diseases are likely to kill millions - without information, we are likely to under-respond or over-respond.
Take out animal internal link and read in the 2AC if you need to.
Make explicit the under-reaction as one advantage and over-reaction another advantage. It's the amount we surveil, we cover too much space, we are mis-diagnosing, we are mis-treating, we are spreading rumors

If you increase the funding of the CDC, then you need to write a DA to a tradeoff within the CDC.

I doubt the CDC and DOD both have on-the-ground data gatherers...what a waste that would be. They MIGHT have different satellites.

T Material Assistance
Giving workers, buildings, technology to help lighten the load of current contractors in Africa.
Information is assistance. We're giving them conclusions and information - it's a product. That's like saying if I give them a book, that's not giving anything material. If we gave them a tractor, we couldn't tell them how to use it?
The plan text HAS to share the information. Read a 1AC card that says the CDC programs usually give the information out. But then you don't have to change the plan text.
Who do we give the data to? Whoever gets it in the status quo.
Solvency - No Infrastructure
There are some, and we make whatever exists more efficient. This is not high tech - this is a guy with a box of vaccines. They don't need hospitals. The health workers Aff from the DDW has evidence saying that this frees up doctors to do more important issues.
Find evidence saying other countries will send other people. Efficient allocation would encourage to help them more - people aren't giving money to Africa now because countries are inefficient. The assistance which is provided now would be more efficient. We know what they need rather than just giving them random stuff.
We probably send too many ARVs to some areas and not enough to others.
China DA
Link Turn -The information is given to China. It saves them time.
The defense is pretty strong - current presence is enough to provoke.
More people in the same structure won't make a difference.
Even with DOD involvement, why would this change China?

The plan doesn't provide assistance to the people. People in the ground helped by the plan don't know it was the plan that helped them - it makes the government look more efficient. The government would like that.
Making existing current systems more efficient means more we wouldn't have to give as much aid in the future.
If upgrading the satellites is necessary and sufficient to do the plan, then you aren't XT
Spin the plan (which says USAID African missions) - the plan would gather information from all the places we have info now and give it to all current places. If they exempt Djibouti, we wouldn't share it with them. The plan should say we give this info to wherever we have current missions. If you exempt someone, you have to not give them any assistance.
If I were running a water case and they said we will give water to every country we currently give it to except Kenya. I've got all the not-uniques for all the aid we give to Kenya.
If the CP bans all assistance in one country, then perm do the plan plus the exception of <country>. In the world of the permutation, the country is not under CDC aid, then we wouldn't give them assistance (see above).

Would an EU or NATO counterplan solve better?
It’s probably not competitive

Because the plan does afro-centric education in Africa, it seems like this doesn’t solve for imperialism from the West.
Why does it target Africa? Isn’t the problem in Eurocentrism? How does this change western bias?
The way the Africans think about themselves affects the way that Westerners understand them.
Might want to frame the round itself as a pedagogical endeavor to educate people of Afrocentrism. We don’t have to advocate all the oppression we just enforce policy.
Why even state the advocacy? – that might just complicate things more.
The US is the one that’s funding it which is almost another link and another way that we’re colonial by having to help.
That’s where the moral obligation stuff comes in.

The US having a moral obligation to assist seems like a huge contradiction with Afrocentrism they need to help themselves. The Eurocentric view of Africa simply doesn’t fit with a Eurocentric idea of giving stuff.

The aff might be //too// topical. It might require that you do something other than giving things to Africa.

A listening to the voices aff or something else that fits with this argument might be better.

Another idea might be to retell the history of Africa from an Afrocentric perspective. Then say before we do the resolution we need to understand what the topic means.

Defense of Afrocentrism? There could be reverse racism…
Yes we have a defense, it’s more of a focus on the topic and makes things equitable. Africans believe that all cultures are acceptable.
The aff should read cards explaining this type of inclusive Afrocentrism so that they don’t get stuck.

What is the definition of culture if Afrocentrism is the accepting of all cultures? Would it accept Nazism?
That wouldn’t make much sense if Afrocentrism teaches to accept all cultures, then neonazis wouldn’t hate people.

T issues…
Don’t say that T is irrelevant, just explain that this is our interpretation of the resolution, all of the T definitions that they understand about public health and sub-Saharan Africa are Eurocentric.
Too much time on historic analysis is Eurocentric and too little time on current aid policies are Eurocentric.
Say that current aid creates a dependency relationship.
More support for the argument that right now we “blame the victim”.
Be careful of saying we should heed narratives. Because in the squo we’re listening to the narratives of the government. Picking of narratives is problematic because it’s a choice of who we listen to.

Reparations –
Racism in the US and internationally. Reparations are good because it causes the US to take responsibility for its past racism and focuses it to come to terms with its effects on current racism in the area of public health.

This is like the more topical, US action key type of aff.

Current aid is a perpetuation of slavery and racism.
Public health = way better than just writing a check.

If we don’t find a card that public health assistance to Africa should be the reparation can we run this aff?

Whats the difference between assistance and helping? All assistance ishelping, but not all helping is assistance, right?
What if we help a country by waiving a tarriff so that its economy improves and they can improve their PH?
Our intrepretation really has to be EITHER PHA is something that affects PH OR its something affects PH in a particular way.
something that causes public health factors - that directly involves PH.
does assistance = foreign aid or foreign assistance?
is PHA a subset of foreign aid, or is it a subset of anything that helps (which is beyond foreign aid)
does assistance have to be active?

Topicality is not a game of definitions. It is an argument about evaluating those definitions. Ken's bias is that T is not about reasonability or a comparitison of intrepretations. But it should be that the aff is so absurd that there can never be clash or good debate, or that that clash is so biased that the neg can not be prepared.

EXAMPLE: Assistance is something that is is the USAID budget - its a term of art. we'll defend that bc the aff would be anything - there are an inifnite number ways to help.

What is the effect on all of this for what the topic means?
Assistance outside of the foreign aid context is probably limitless. All assistance is by effect - so the only way to limit is this way.

Increase is distinct from creating, and from pre-existing. Thus, it has to be PHA now.

How do we know if something is new or pre-existing?
By who wins the spin of what broad category something is in?
The resulting question is then what the broad programs currently done in USAID and the Dept of State "bureau of African Affairs"

- the Basel convention/ Treaty - everyone but Haiti, Afghanistan and the US have signed it. Would it be extra topical to ratify the treaty? Perhaps we could ratify certain parts. Perhaps we could just implement certain parts without ratifying.
Part of the treaty is to encourage e-cycling. Would the treaty allow for better regulations/enforcement of those regulations?
if we did the treaty to SSA only, would we end up just dumping somewhere else? What is the Alt to dumping in SSA?
Two possibilities - Since no dumping laws are hard to enforce and SSA wants the trash because they get paid to take it, maybe we should give SSA ways to recycle/do clean up

the economic effects on buying lots of trash on the US could be devastating, but there could be money the usfg makes by reselling the processed/recycled goods.

How would we answer a CP to stop trash at the source - just buy it directly from the companies? Answer could be that SSA chooses to accept/sell and they need the money for various good uses

Some notes: Don't limit research only to e-waste. Also check into oil spills/clean up.

Possibilities

Desal seems to have the best US key warrants - we have INDIVIDUALS who may have the best expertise
There is legislation - water for the poor - that allocated funds to the Middle East disproportionately and did not allocate enough for SSA.
Possible advantages - Water wards, Softpower (particularly strong card that says helping with water supplies is key to soft power), disease, gender equality
Some specific plan possibilities include cleaning up Lake Victoria, where algae blooms are causing issues.
The infrastructure group also shared that the US military is building wells for clean water in Djibouti. They will discuss this further on Wednesday.
There is also a possibility of a democracy advantage - water is key to stability and democracy (note, not demo promo, but demo)

===Obligation=== 
Few points we want to be able to make
1. our assistance is limited becayse of racist assumptions - we they they are incapable/corrupt/unable to use what we give them. We give them very little because they hold no strategic importance to us - unlike the middle east. the US foreign policy has racist undertones.
Federalism use to be justified to keep segregation -> let the states do it and decide about slavary. THis logic seems similar to "let Japan do it"

2. assisting = reparations?
the Derbin Convention anti-racism was a group that included some Holocaust denials, so we may not want to endorse the convention. however, the reports from it have some arg's for why reparations are good. THis facilitates our answers to economy disad's also because economics are all based on slavery

3. We are the richest, but yet have the lowest percent of our gdp for foreign assistance of all countries.
A disad is just an excuse to allow or this to stay the same way

We discussed having to, as an integral part of this aff, find a way around the kritik of SSA. Obviously all aff's have htis issue, but given that our 1ac is about the undertones and unspoken racism of the USFG, so terms are fairly integral to the aff.

We also discussed another affirmative where the 1ac is a kritik of western knowledge - which is a pre-requisite tot he topic. It is impossible to be topical without this criticism, so the 1ac has to develop. The ballot could be an unconditional moral commitment to these issues, perhaps the ballot would be the reparation itself. Whether the policy itself is good or bad shouldn't affect our moral commitment - just like the economy DA to ending slavery should not have stopped people from endorsing the moral decision.

===Surveillance=== 
Advantage options 1. Disease - aids/malaria, etc 2. emerging diseases
Tracking diseases is important because
- if we don't track, we misindetify diseases, don't treat effectively etc. In other words, we treat now, but we treat really really poorly
- we'll know too late about a pandemic and won't be able to react quickly enough

We need to know how we respond to diseases in the SQ in order to argue that that the above is true, vs that the plan might increase the amount of medicalization/treatment.

why is the us key?
- CDC? they have some labs in africa that might do the surveillance as is, they have a network around the world. they have unique individuals with expertise, etc.
although another country could set up an agency to do surveillance and give the info to the cdc, perhaps their unique expertise is needed for data collection, coding, etc.
research note: check into SARS and the Bird Flu for research
- perhaps the US has the only satellites that could do this - perhaps there would be geocentrist orbit crowding if other countries put up satellites too

Is the UN better because of US and China people working together in cooperation (for example)? Perhaps, but we can agrue thoat those who can better DEFEND against bioweapons attacks would be better able to USE them - and we'd not like it if that was someone other than us.

We turned to affirmative discussion, with the following criteria/points for discussion in order to narrow our full brainstorm list. Our affirmative list had to
1. Be topical. Seriously, even if you can win the T debate, investing so much time in it may make it difficult to cover/win the rest of the debate.
2. the fiat v post fiat distinction - there is no such thing. There may be a framework discussion int he affirmative, but no one is ever under the belief that something "actually happens" regardless. When searching for affirmatives, focus on " is this a good idea?" What kind of advantages you use to justify that is derived from the literature and your creativity
3. Big impacts! Look for aff's that will have advantages that will give you a fighting chance against the disadvantages out there. Note, these impacts need not be a body count type of impact.
4. Variety of choice. We want the lab aff's to provide y'all with some flexibility and choice in terms of critical or not.
5. Look for countries as you go. We would love to convert these aff's into country specific mechanisms.

We also discussed a research diary. For lab tomorrow, each student should bring a list that has the searches they did, where they did them, etc.
